At least ８level weapon skill and 1 level passive skill，then you get a chance to upgrade superweapon from chest.
But pigeons need them both 8 level ,besides it can level-up again.
Note:
Pigeons are utter beasts, but takes so long, by the time you get em youre already erasing the screen to being with.
I’ve tried pigeons.They have good damage and area but it can take a long time to invest 16 points in both of them. You can get other weapons evolved easily than the birds early on. They’re weak in early too until you can get some levels, area or additional projectiles. I find them fun to play and level with some other weapons/passives. Probably they need some tweaks.

Beginning Tips
- Take your time to get gems and items, they will not vanish.
- Get just two or 3 offending weapons, but concentrate on leveling them up one at a time.
- Armor and Luck are excellent starting power-ups to invest cash on.
