TL;DR

This quest is available after completing On to Summerford. Speak with Staelwyrn in Middle La Noscea at X25-Y17. He will ask you to dress in all level five gear or above. If you are missing any pieces, there is a store directly beneath him where you can purchase any missing pieces. Return to him when you have the appropriate gear to finish the quest.

How do you complete dressed to deceive FFXIV?

Staelwyrn won’t let you proceed until you have equipped your head, body, hands, legs, and feet with gear of item level 5 or above. Most of your starting gear is already item level 5, but you may need to get a new hat and weapon. You can get a new hat and weapon for free by doing your level 5 job quest. Otherwise, there is a Merchant & Mender nearby. She is labeled as “Repairs” on the map. You can either jump over the fence across from Staelwyrn (if you take damage, you’ll heal up quickly; but if you fall from a height while an enemy is attacking you, you may die, so keep that in mind), or you can go down the slope to reach the merchant.

Talk to the Merchant & Mender. You can use the Purchase Weapons option and the Purchase Battle Gear option to see the available gear. When browsing the goods, put the cursor on an item to see its details. The Item Level of each piece of gear is listed below the Defense and Magic Defense.

If you don’t have enough gil, you can select items in your inventory to sell while talking to any vendor, and you can do nearby sidequests and FATEs for more gil.

When you have equipped yourself with gear of the required item level, the check mark over Staelwyrn’s head will turn green. Go back to the top of the hill and talk to him to complete the quest.
