How to Unlock Special Arrows?
You are not able to get any different kind of arrows from the start of the game. To get them, the first thing you need to do is unlock the Arrow Master ability for Alexios or Kassandra. Unlocking that ability then allows you to craft unique types of arrows.

- To craft all of these, you need to go into your inventory by pressing the Options/Menu button to pause the game. From there, select the arrow slot in your character’s inventory, hover over the type you want to craft, and press X to craft it. Keep in mind that you’ll need to right materials to do so.
They change for the type of arrow you’re after, but it’s made clear what you need when you’re attempting to craft them. Once you’ve got the materials, you’re good to go and able to craft them.
How to Use Special Arrows?
First of all, head into your inventory as you did before and ensure that the bow you want to use is equipped.
Then, while in combat, you just need to hold L2 (or LT) to bring out your bow and hold R2 (or RT) to shoot it. To choose between your different arrows, you simply need to hold down the left button on the d-pad and you’ll see an icon that shows which one was equipped.
Obviously, headshots are how you get enemies down fast, but different arrows can add different status effects that will lower their health over and over.

You might be tempted to pass over Arrow Master in the Hunter ability tree because knocking out targets at range while you’re on the island of Kephallonia isn’t very useful in comparison to the other abilities that unlock when you reach level five. What the game doesn’t make clear, however, is that Arrow Mastery is the gateway to making special arrows.
Putting one point into Arrow Master lets you make Paralyzing Arrows. You can add another point immediately to gain Fire and Poison Arrows. Explosive Arrows can be added to your quiver when you reach level 16.
Special arrows can be crafted from the Quiver icon under the Inventory tab. They’re cheap to make. Costs are two olive wood and one soft leather for Paralyzing Arrows, three olive wood and three soft leather for Poison Arrows, and three olive wood and three iron metal for fire arrows. Special arrows can also be looted from enemy arrow racks.
Special arrows are useful whether or not you choose a Hunter build. For example, knocking enemies out with a Paralyzing Arrow is a very effective way of recruiting lieutenants for your ship, Adrestia. A ranged hit or two with a Poison Arrow is a good way to start weakening and debuffing an enemy before closing for melee for Warrior builds with the Venomous Attacks ability.
Of course, Hunter builds are where special arrows really come into their own. Using Poison or Fire Arrows with multi-target abilities such as Rain of Destruction or Multi-Shot wreaks havoc on groups of enemies.
