Costume DLC not Showing
Note: We bought the game on Steam. Looks like it doesnt work if you bought the game on a Key Site.
There is people who bought game outside Steam reporting missing DLC. You should have 14.
The Premium Edition DLC list is:

Soul Hackers 2 – Original Swimsuit Set
Soul Hackers 2 – Persona 4 Costume & BGM Set
Soul Hackers 2 – Persona 5 Costume Set
Soul Hackers 2 – Persona 5 Phantom Thieves Costume Set 2 (Pre-Order)

If you having problems with the Premium DLC Costume, try this
Library > Properties > DLC, then uncheck all DLC.
Check all DLC again. Start the game.
Once you load your save file. You will get a notice that DLC has been added.
Now go to “safehouse”. In the DLC section, claim all DLC avaliable.
Now you can select all costumes in the Summoners Menu.
If still doesnt work try to launch game from the DLC Store Page
